Launch of public discussions of the Strategy for Reforming Specialized Secondary Education

A series of public discussions of the Strategy for Reforming Specialized Secondary Education has been launched in Lviv Region. The event was attended by most communities of the region.


More than 150 participants, including heads of communities, heads of educational authorities, and heads of institutions, had the opportunity to discuss the main issues of implementing the educational reform.


The event was organized by the Ministry of Education and Science of Ukraine, Lviv Regional State Administration, Lviv Regional Council in partnership with the Swiss-Ukrainian Project DECIDE.



The issues raised by the communities during the discussions included:


✔ vision and prerequisites for implementing the reform;

✔ criteria for modeling a network of academic lyceums. How many children should study at a lyceum? What should be the territorial accessibility, including for mountainous areas?

✔ models of funding and legislative prerequisites for creating academic lyceums, in particular within the framework of cooperation agreements;

✔ personnel support.


Valentyna Poltorak, DECIDE Project manager, noted that planning the reform and its next steps, modeling the network of academic lyceums and developing models for its funding is a key stage that requires understanding the need for change, discussions with local self-governments and coordination with communities.


The first 9 regions of Ukraine, together with the Ministry of Education and Science, regional military authorities and local communities, are already completing the network’s forward planning on GIS map. Public discussions in all regions of Ukraine are ahead, as the plan for the network of specialized secondary education must be approved by September 1. The next discussion will take place in Poltava on May 23.
