From May 1 to June 7, 2024, DECIDE project together with the All-Ukrainian Association of Amalgamated Territorial Communities conducted surveys in 250 territorial communities. More than 41600 participants took part, including 250 heads of community departments and administrations for education, 579 heads of extracurricular educational institutions, 1453 teachers, 25356 parents, and 14020 students.
The purpose of the survey was to comprehensively assess the state and needs of extracurricular education in territorial communities.
We found that there are several significant obstacles to the creation of high-quality and modern system of extracurricular education in Ukraine: low salaries of employees of extracurricular educational institutions, insufficient funding, and a shortage of teaching staff are the most important challenges that require immediate attention. However, even in these circumstances, 94.1% of parents and 82.4% of students remain satisfied with the quality of education services.
What do survey participants suggest?
1. The parents mostly suggest increasing the number of clubs (55.6%) and are ready to pay for education in private institutions if education service is unique (35.5%). The students also want more clubs (46.2%) and improved material and technical resources (41.5%).
2. The teachers consider modernization and equipment of institutions (70.4%), increasing the prestige of the profession (63.7%) and raising the salary (75.7%) as priorities for the development of extracurricular education. The heads of educational institutions emphasize the importance of sufficient financial resources (86.4%) and improved technical resources (77.9%).
It is worth noting that extracurricular education is in high demand among respondents. The main problems are financial constraints and lack of qualified personnel. Respondents believe that to improve the situation, it is necessary to increase funding, modernize institutions and expand thematic directions of extracurricular education services, taking into account real needs and interests of children.
