Government approves new State Standard for Preschool Education

The Government has approved an updated State Standard for Preschool Education. This document outlines what preschool education should involve and the outcomes children should achieve before starting school.


Key changes include:

  • a clear image of the child upon completion of preschool education has been defined;

  • a competency-based approach has been introduced, with the emphasis on results rather than a list of topics;

  • kindergartens are given more freedom in choosing curricula and teaching methods;

  • teachers have greater academic freedom;

  • the law introduces a glossary of terms, ensuring uniform requirements for the standard;

  • educational curricula must take into account the needs and abilities of each child;

  • the standard is aligned with European approaches to quality education.


The document will come into force on 1 September 2027.


The document was developed by experts from the Ministry of Education and Science and the Subcommittee on Early Development and Preschool Education.


The DECIDE project is implemented by NGO DOCCU and PHZH International Projects in Education with the support of the Embassy of Switzerland in Ukraine.
