National Forum on Sustainability and Good Governance

The National Forum on Sustainability and Good Governance was held recently. During the Forum, an updated approach to strategic and spatial planning in Ukraine was presented, covering functional types of areas, macro-regions and NUTS-UA1 statistical regions. The presented achievements will serve as a basis for further development of state regional policy.


Presented were:

  • macro-regions of Ukraine: temporarily occupied areas, frontline areas, centre and west;

  • a separate category — frontline areas and temporarily occupied areas;

  • functional types of areas;

  • an updated approach to NUTS-UA1 statistical regions.


The Plan for 2025–2026 was also presented, which defines priority steps in regional policy and local self-government reform, in particular:

  • introduction of a new strategic planning system;

  • launch of macro-regions;

  • updating of the SFRD model in line with EU logic;

  • integration into EU cohesion policy;

  • adoption of a law on the delineation of powers;

  • practical implementation of the Law on Ensuring Legality;

  • updated methodology for assessing the capacity of communities;

  • revision of NUTS-UA1;

  • development of Geographic Information System for Regional Development and DREAM;

  • updating of legislation to take into account the future model of EU structural fund management;

  • updating of the state regional development strategy to fully comply with EU priorities;

  • approval of programmes for functional types of areas.


We will keep you updated and inform you about what this means for sectoral decentralisation in education.
