Odesa region approved a recovery and development strategy for 2021-2027, along with an action plan

On June 6, 2025, the Odesa Regional Council approved the Strategy for the Recovery and Development of the Odesa Region, along with an action plan. This marks a significant step forward, as the region's roadmap now outlines a shared vision for the future, along with its goals and priorities.


The document is the result of over a year and a half of collaborative efforts involving 82 communities, civil society representatives, businesses, experts, and educators. In 2023, the DECIDE Project began providing expert support to the Odesa Regional State Administration under the leadership of Oleh Kiper and Serhii Kropyva, in partnership with the Swiss Embassy in Ukraine, the Odessa Regional Development Agency, the UCORD Project, the EGAP Programme, and Civitta.


The strategy defines three development priorities:  

– Economy: attracting investment, stimulating business, developing foreign trade, stimulating innovation. 

– Human capital: improving quality of life, developing education, the labour market and healthcare. 

– Governance: increasing government transparency, digitalisation and infrastructure development.


The Strategy's action plan includes 238 projects worth almost UAH 157 billion! These projects encompass the establishment of industrial parks, the reconstruction of schools and medical facilities, the development of port and border infrastructure, energy-efficient community solutions, and the creation of local crisis centres, etc. Most importantly, all of these projects address the genuine needs of communities and the region!
