DECIDE and Lviv Regional State Administration sign Memorandum of Cooperation until 2030

The Swiss-Ukrainian DECIDE Project and the Lviv Regional State Administration have signed a Memorandum of Cooperation for the period until 2030 – a document that marks the launch of a new phase of systematic support and development for education in Lviv region.
The Memorandum was signed by Valentyna Poltorak, DECIDE Project Manager, and Maksym Kozytskyi, Head of the Lviv Regional State Administration.
The strategic partnership will continue amidst the recovery and reform of the education sector.
‘Cooperation with Lviv region until 2030 involves extensive support from DECIDE for the implementation of reform in specialised senior secondary schools, the development of vocational education, the establishment of a modern career guidance system, the strengthening of the management capacities of communities, and strategic planning in education. All this will help young people see a future for themselves in their own country,’ said Valentyna Poltorak, DECIDE Project Manager.
The Lviv Regional Military Administration stresses that the new Memorandum is primarily about systematic support for communities in implementing educational changes, ‘This will be the next stage of a larger effort to make education in our communities more modern, accessible, and closer to the real needs of children, young people, parents, and the communities themselves. For Lviv region, this cooperation does not start from scratch. In 2024, the region became a pilot region to support vocational education reform. And there are already tangible results.’
Lviv region joined the ‘DECIDE: VET’ initiative in 2024. Since then, modern career guidance hubs have been established at the Interregional Higher Vocational School of Automotive Transport and Construction and at the Sokal Vocational Lyceum. Lvivska and Sokalska communities are active participants in piloting the career guidance system and have involved over 1,200 children and adolescents in their activities.
DECIDE experts have already provided advisory support to 53 communities in the region on the implementation of specialised senior secondary school reform. Moreover, 16 communities are participating in the national pilot of the career guidance system for children and adolescents, which is implemented by DECIDE.
In 2022–2024, within the framework of the DECIDE Summer Clubs initiative ‘We are at home – in Ukraine’, summer educational activities were held in 7 communities in Lviv region. They involved more than 1,500 children.
Further cooperation up to 2030 includes an even broader range of support, including:
support for the implementation of specialised secondary school reform, the development of a network of academic lyceums, and advisory and grant support for communities;
support for the implementation of vocational education reform;
support in developing the Development Strategy for Lviv region and the Strategy for Education Development in the region for 2028–2034;
strengthening inter-municipal cooperation between communities to establish academic lyceums;
development of educational agglomerations and cooperation between communities in providing educational services;
development of a career guidance system for children and adolescents through partnerships between education, business, and authorities;
internship programmes for young people in regional administrations and local governments;
DECIDE Summer Clubs initiatives ‘We are at home – in Ukraine’;
professional development programmes for local government officials and civil servants.
The selection of four pilot partner communities is also in progress, with which the Project will work closely on 10 defined areas to develop education.
The cooperation will continue until August 2030 within the framework of DECIDE Phase II.
DECIDE is implemented by the DOCCU NGO in partnership with the PHZH International Projects in Education with the support of the Embassy of Switzerland in Ukraine.
