Specialised education in upper secondary schools will launch in 2027, and communities in Chernihiv Oblast are already preparing—planning cooperation to establish academic lyceums.

The Kozeletska and Kiptivska communities have already agreed on the educational institution that will host an academic lyceum and welcome students from Kiptivska—the Kozelets Lyceum No. 3. While schools in the Kiptivska community are in good condition, they lack a sufficient number of students to offer specialised education.

Therefore, Kiptivska decided to establish a quality gymnasium instead of a lyceum that would not be able to provide students with educational choice. It is estimated that about 70 students who wish to pursue specialised studies will be able to travel to Kozelets.

The Bobrovytska and Novobasanska communities have already signed a memorandum of cooperation, which will also include education. The distance between the communities’ settlements is short, so some students from Novobasanska already attend schools in Bobrovytsia.

“During consultations, communities raised practical questions about cooperation: what format is optimal for education, how to properly draft an agreement with a clear distribution of responsibilities, decision-making processes, and accountability for outcomes,” said Olena Hulenko, a DECIDE Project expert who conducted the consultations in the communities.
