Updated Recovery and Development Strategy until 2027 presented in Odesa region!

Odesa region has introduced an updated Recovery and Development Strategy until 2027—a roadmap for the region’s economic, social, and infrastructural revitalisation. The DECIDE project played an active role in shaping this strategic vision, providing expert support and methodological guidance. In collaboration with the Odesa Regional State Administration, the Swiss Embassy in Ukraine, and international partners, a realistic and flexible development plan was created.


The Strategy focuses on three key priorities:

– Economy – attracting investments, modernising infrastructure, and supporting businesses and innovation.

– Human capital – ensuring quality education, labour market development, accessible healthcare, and social cohesion.

– Governance – promoting transparency, digitalisation, efficient management, and international partnerships.


The strategy is based on in-depth analysis, incorporating a socio-economic overview, demographic forecasts, and sociological research findings. During its development, numerous surveys, expert interviews, focus groups, and strategic sessions involving businesses and academia were conducted.


This comprehensive approach allowed for the formation of a realistic vision for the region’s growth and engaged hundreds of experts and key regional institutions in the process. One of the key partners was the Regional Development Agency of Odesa Region, which actively contributed at all stages of document preparation.


The strategy has already undergone a strategic environmental assessment and has been submitted to the Ministry for Communities, Territories, and Infrastructure Development of Ukraine. Its implementation includes 228 projects across nine areas, ranging from economic development to environmental initiatives.
