Four teams of DECIDE experts continue systematic work with communities

Four teams of DECIDE experts continue their systematic work with communities on the key stages of the reform: the transition to specialised high secondary schools and the formation of individual educational trajectories for students.


Since March 2025, over 209 face-to-face meetings and 260 online consultations have been held. These meetings have been attended by almost 8,700 people from 469 communities in 22 regions of Ukraine.

Recently, the team of DECIDE experts held a public consultation in Nemyrivska community in Vinnytsia region. Representatives of the local authorities, education department, local councillors and school principals took part in the discussion.


The meeting focused on the model of academic lyceums, the formation of an educational network, forecasting student enrolment, and defining the roles of different levels of management.


The Nemyrivska community has enough students to set up an academic lyceum. Currently, there are over 200 students in each year group in Grades 6–8, and 119 students in Grade 10. Although two lyceums were initially identified in the community’s educational network, the local authorities and educators have analysed the demographic situation and the design capacity of the institutions and are now working on a solution for the creation and ongoing operation of a single academic lyceum. This will provide students with a quality education and meet the requirements of the third stage of the NUS reform.


During the consultation, the experts provided specific advice on planning specialised high schools, in particular:

  • the content of educational programmes and subject areas;

  • the development and implementation of modular courses in accordance with educational profiles;

  • the need to survey students in order to take into account their educational needs and, on this basis, to form justified educational profiles.


The meeting participants also discussed issues relating to the staffing capacity of the institution and the adequacy of its material and technical resources, as well as approaches to management decision-making.
