The DECIDE project team held public consultations in the Tarashany and Mahala rural communities

Last week, a team of experts from the Swiss-Ukrainian DECIDE project conducted public consultations in the Tarashany and Mahala rural communities in the Chernivtsi region.


Together with community leaders, educators and local councillors, they not only discussed current issues, but also provided practical advice and tools for implementing the third stage of specialised secondary education. In particular:

  • why senior specialised schools open up new opportunities for students through the choice of subjects and the construction of their own trajectory;

  • how to prepare an agreement on inter-municipal cooperation between communities for the joint operation of a lyceum;

  • how to organise public discussions when making decisions on reforming the network of educational institutions;

  • how to inform parents and adolescents about the advantages of specialised and vocational education;

  • what further steps communities need to take to prepare for the introduction of senior specialised schools.


A distinctive feature of the communities’ approach was the decision to establish academic lyceums in villages closer to students from remote areas, rather than in the administrative centres of the communities.

  • In the Tarashany community, an academic lyceum will be opened in Turiatka village.

  • In the Mahala community, it will be opened in Ridkivtsi village.


‘The decision to establish an academic lyceum in Turiatka village offers the best opportunity to ensure equal access to specialised secondary education for all children in the community, particularly those from distant villages. We are confident that this approach will maximise the benefits of specialised school reform for students and ensure the sustainable development of our educational network,’ said Vasyl Chuliaka, Village Head.


Consultations in the Chernivtsi region confirmed that both communities are ready to implement senior specialised schools. The decision to establish lyceums in Turiatka and Ridkivtsi is a strategic step aimed at creating a network of lyceums and making specialised education more accessible.
