All-Ukrainian Association of Communities and DECIDE sign Memorandum of Cooperation in Education

The All-Ukrainian Association of Communities and the Swiss-Ukrainian DECIDE Project, which is implemented by DOCCU and Zurich University of Teacher Education – International, have signed a Memorandum of Cooperation. This document outlines the strategic direction of joint activities within the framework of the DECIDE Project.


The Memorandum provides for:

  • coordination of the parties’ efforts in implementing approaches aimed to support decentralisation processes;

  • coordination of the parties’ efforts in implementing approaches aimed to enhance the capacity of communities in education management;

  • coordination of the parties’ efforts in implementing approaches aimed to develop the civic competencies of all participants in the educational process;

  • special focus within the framework of cooperation to the development of education in rural areas, in particular to strengthening career guidance for pupils in rural areas;

  • an important direction – establishing partnerships between educational institutions and small and medium-sized enterprises, which will allow adolescents to become better acquainted with modern professions, acquire practical skills and gain a realistic understanding of the opportunities for professional self-realisation in their communities.


‘DECIDE Project is an important step for the development of education in communities. It aims to support reforms and decentralisation processes to ensure effective governance in the sector and equal access to quality education for residents of communities. Thanks to this partnership, we can work together to strengthen democratic governance at the local level,’ emphasised Ivan Slobodianyk, Executive Director of the All-Ukrainian Association of Communities.


‘The All-Ukrainian Association of Communities is our new important partner with whom we plan to jointly support communities in implementing senior school reform and promote improved access to quality education for children through the development of education management in communities. The Association works mainly with rural communities, so it is very important for us that schoolchildren learn about professional opportunities in their communities and regions. In the near future, we plan to launch youth internship programmes in local governments. Together with the Association, we will work to develop cooperation between educational institutions, local governments and businesses in order to create opportunities for young people and implement a career guidance system for children and adolescents,’ says Valentyna Poltorak, DECIDE Project Manager.


The Memorandum provides for cooperation between the parties in implementing the Project in all regions of Ukraine (except for the temporarily occupied territories) with the aim to support the processes of decentralisation and modernisation of education management.


The DECIDE project is implemented by NGO DOCCU and PHZH International Projects in Education with the support of the Embassy of Switzerland in Ukraine.
