Оголошення про проведення тендеру на надання послуг з модернізації, адміністрування та операційного супроводу Автоматизованого інформаційного комплексу освітнього менеджменту (АІКОМ 2)
Замовник: Громадська організація «Розвиток громадянських компетентностей в Україні» (ГО «ДОККУ»).
Джерело фінансування: Швейцарсько-український проєкт DECIDE «Децентралізація для розвитку демократичної освіти», напрям «Підтримка реформи професійної освіти в Україні». Про закупівлю
Автоматизований інформаційний комплекс освітнього менеджменту (АІКОМ) є ключовою державною цифровою інфраструктурою управління освітою: він забезпечує централізований облік освітніх даних і підтримує управлінські процеси на національному, регіональному та місцевому рівнях.
Метою закупівлі є, з одного боку, розвиток АІКОМ 2 відповідно до пріоритетів Міністерства освіти і науки України — впровадження нового функціоналу для обліку матеріально-технічної бази та укриттів закладів освіти, національного обліку дітей, електронного паспорта безпеки закладу освіти, обліку академічних ліцеїв, нових інтеграцій і звітності; з іншого — забезпечення безперервної, стабільної та безпечної роботи Системи у продуктивному середовищі через систематичне адміністрування, операційний супровід і технічну підтримку за погодженими рівнями сервісу (SLA).
ГО «ДОККУ» запрошує зацікавлених суб’єктів господарювання, зареєстрованих за законодавством України, подати цінові пропозиції за одним або обома лотами. Пропозиції оцінюються та договори укладаються за кожним лотом окремо.
Бенефіціар: Міністерство освіти і науки України. Реципієнт: ДНУ «Інститут освітньої аналітики».
Обсяг: завдання з розвитку функціоналу АІКОМ (Додаток 1 до ТВ) — облік матеріально-технічної бази та укриттів закладів освіти, зміна внутрішнього ідентифікатора школи, національний облік дітей і дітей, не охоплених освітою, електронний паспорт безпеки закладу освіти, набір процесів для обліку академічних ліцеїв, інтеграції з ІАС «LOGICA», платформою «МРІЯ» та ДРАЦС, формування 57 звітів для Держстату, оновлення онлайн-звітів Redash, оптимізація бази даних, технічна підтримка ІТ-команди АІКОМ.
Реципієнт: Міністерство освіти і науки України та/або визначений ним технічний адміністратор АІКОМ.
Обсяг: адміністрування реєстру АІКОМ на Платформі реєстрів (Control Plane, OpenShift, Kong API Gateway, Camunda BPM, Jenkins, Grafana/Prometheus, Kibana), налаштування та супровід інтеграцій (REST API, «Трембіта»), управління користувачами та доступами, моніторинг і логування, підтримка CI/CD, тестування та регламентні роботи, реагування на інциденти за SLA, технічна підтримка, проєктна технічна підтримка та програмування на Платформі реєстрів — без змін архітектури Системи.
Загальні умови участі
Учасник не повинен підпадати під підстави для відхилення (банкрутство, судимість за правопорушення у професійній діяльності, рішення суду щодо шахрайства чи корупції, заборгованість зі сплати податків і внесків) та не перебувати під санкціями України, Швейцарії, ЄС, США або Ради Безпеки ООН.
Склад пропозиції: лист-пропозиція з детальним розрахунком вартості за встановленими формами; підтвердження кваліфікаційних критеріїв; склад команди та резюме (CV) ключових експертів; лист-повідомлення про відсутність підстав для відхилення; копії реєстраційних документів (витяг з ЄДР із КВЕД, свідоцтво платника єдиного податку за наявності); референси / рекомендаційні листи.
Ціна зазначається у гривнях без ПДВ. Строк дії пропозиції — 60 календарних днів після кінцевого терміну подачі. Мова пропозиції — українська.
Оцінювання: підтверджений досвід виконання аналогічних робіт — 30 %, повнота та коректність поданих документів — 20 %, фінансовий критерій — 50 %. Переможцем визнається учасник, чия пропозиція відповідає кваліфікаційним вимогам і набрала найвищий сумарний бал. Замовник не зобов’язаний приймати будь-яку з отриманих пропозицій.

NOTICE OF A BIDDING PROCESS
Services for the Modernisation, Administration and Operational Support of the Automated Information System for Education Management (AIKOM 2)

About the Procurement
The Automated Information System for Education Management (AIKOM) is a key element of the state digital infrastructure for education governance: it provides centralised recording of education data and supports management processes at the national, regional and local levels.
The purpose of this procurement is twofold. On the one hand, it aims to further develop AIKOM 2 in line with the priorities of the Ministry of Education and Science of Ukraine by introducing new functionality for recording the material and technical base and shelters of educational institutions, the national register of children, the electronic safety passport of an educational institution, the recording of academic lyceums, and new integrations and reporting. On the other hand, it aims to ensure the continuous, stable and secure operation of the System in the production environment through systematic administration, operational support and technical support in accordance with agreed service levels (SLA).
NGO DOCCU invites interested business entities registered under the laws of Ukraine to submit price quotations for one or both lots. Quotations are evaluated and contracts are awarded separately for each lot.
Beneficiary: Ministry of Education and Science of Ukraine. Recipient: State Scientific Institution «Institute of Educational Analytics».
Scope: tasks for the development of AIKOM functionality (Annex 1 to the Technical Requirements) — recording of the material and technical base and shelters of educational institutions; change of the internal school identifier; national register of children and of children not covered by education; electronic safety passport of an educational institution; a set of processes for recording academic lyceums; integrations with the LOGICA information and analytical system, the MRIYA platform and the State Register of Civil Status Acts; generation of 57 reports for the State Statistics Service; updating of Redash online reports; database optimisation; technical support for the AIKOM IT team.
Recipient: Ministry of Education and Science of Ukraine and/or the technical administrator of AIKOM designated by it.
Scope: administration of the AIKOM registry on the Registry Platform (Control Plane, OpenShift, Kong API Gateway, Camunda BPM, Jenkins, Grafana/Prometheus, Kibana); configuration and support of integrations (REST API, Trembita); user and access rights management; monitoring and logging; CI/CD support; testing and scheduled maintenance; incident response in accordance with the SLA; technical support; project technical support and programming on the Registry Platform — without changes to the System architecture.
General Conditions of Participation
The Bidder must not be subject to any grounds for rejection (bankruptcy, a criminal conviction for an offence related to professional activity, a court decision on fraud or corruption, outstanding tax and social contribution liabilities) and must not be subject to sanctions imposed by Ukraine, Switzerland, the EU, the USA or the UN Security Council.
Composition of the quotation: a letter of offer with a detailed cost breakdown in the prescribed forms; confirmation of compliance with the qualification criteria; team composition and CVs of key experts; a letter of declaration confirming the absence of grounds for rejection; copies of registration documents (extract from the Unified State Register indicating KVED codes; Single Tax payer certificate, if applicable); references / letters of recommendation.
Prices shall be quoted in Ukrainian hryvnia, exclusive of VAT. The quotation shall remain valid for 60 calendar days after the submission deadline. The language of the quotation is Ukrainian.
Evaluation: confirmed experience in performing similar work — 30 %; completeness and accuracy of the submitted documents — 20 %; financial criterion — 50 %. The winner shall be the Bidder whose quotation meets the qualification requirements and receives the highest total score. The Contracting Authority is not obliged to accept any of the quotations received.
